What are Government Contracting Goals?

Government contracting goals are federally mandated goals requiring federal agencies to spend a specific percentage of contract dollars with small and diverse businesses. The Small Business Administration and each individual agency negotiate these goals, which, in aggregate, form the government-wide goal.

The current government-wide spend goal for small businesses is 23% of all contract dollars with subset goals in the following:

  • Small Disadvantaged Business: 5%
  • Woman-Owned Business: 5%
  • Service-Disabled Veteran-Owned Business: 3%
  • Certified HUBZone Small Business: 3%
